Synchronize Documentation with Packages

We need some way of keeping the documentation of the website in sync
with that in the packages, which usually is the most up to date, e.g.
the autopkgtest README should be in sync with autopkgtest.pod.

Build a pkg-perl Manual
=======================

(idea by alexm)

Currently there's only a directory index and several scattered docs
and that makes difficult to find some information for people that does
not know where to find it already.

Build HTML in **/Makefile
